Infinite Earths Pack --- Need to be bought.
Knightfall Pack --- PlayStation3 special pre-order reward.
New 52 Graphic --- Catch every Most Wanted target.
New Millenium Pack --- Need to be bought.
Noel --- Discover all Enigma Datapacks.
One Million --- Download the free DLC, then sign up with WBID.
Oppression --- Get all Medals in Difficulty mode.

Rupert Thorne reference
In the G.C.P.D., look very carefully at the bulletin board system in the squadron spaces. On the walls are paper clippings and mugshots with cops reports. Among these reports references Rupert Thorne; an additional among Gotham's notorious criminal offense lords.

Harvey Dent reference
While in the G.C.P.D., up in the evidence locker you can see a paper clipping of Harvey Dent's win in the election for Gotham City D.A.

Green Arrow reference

In the interior of the Final Offer, in the exact same area as the "fight arena", there is a freight container with "Queen Industries" on its side. "Queen Industries" belongs to Oliver Queen, a.k.a. the Green Arrow.
